Last year I bought an Oleander, and in the fall I cut a shoot off so I could have a 2nd tree. It is growing quite tall, however the main trunk is not thick enough to support the height without the dowel I have tied to it. How do I get the trunk to thicken and support the tree?

Ah, now this is a progressive question, is it? LOL
The terminal bud is the growy bit at the top - you want to cut the main stem higher than some of the side branches - once you remove the top, those side shoots will become active and start forming side branches. Also give it more sun, that is one reason it is concentrating on height - it thinks there is no reason to make side branches because it has not gotten above the surrounding greenery to the sun yet. Time and fertilizer will thicken the stem - time, fertilzer and more light!!!
